No. A GB/T 1094.11 report can be useful evidence, but the buyer still has to verify the tested model, standard edition, service conditions and declared environmental, climatic and fire classifications against the offered transformer and project specification.

Begin with the report, not the catalogue
A catalogue can state that a transformer platform is designed with IEC requirements in mind. That statement does not tell the buyer which model was tested, which edition was used or whether the offered winding arrangement and enclosure were represented. The report cover, model schedule and conclusion pages should be read as one chain.
Record the tested rated power, system voltage, tapping range, frequency, insulation level, cooling method, winding material and enclosure condition. Then place the offered data beside it. A difference is not automatically a failure, but it needs an engineering explanation and a documented route of applicability.
The edition changes the conversation
GB/T 1094.11-2022 is the current Chinese national standard listing for dry-type power transformers. IEC 60076-11:2018 is the current IEC base publication, including its corrigendum and interpretation sheet as shown by IEC. A report issued to an older edition can remain useful evidence, but the purchaser should not assume that every later classification, test condition or documentation requirement is covered.
Ask the manufacturer to identify the exact edition used by the laboratory and to provide a short delta statement against the edition written into the project specification. That statement is often more useful than a generic declaration saying “IEC compliant”.
Environmental and fire classifications need their own evidence
IEC 60076-11:2018 introduced revised treatment of climatic and environmental classes, fire behaviour and altitude-related performance. If a tender calls for a specific C, E or F classification, find the declaration and the supporting test reference. Do not infer it from a temperature-rise or dielectric test.
The same discipline applies to an enclosure. A transformer tested without an enclosure may need a thermal assessment when offered inside one. Ventilation area, loss dissipation and site ambient temperature are engineering inputs, not cosmetic details.
Frequency and rating are applicability questions
A 50 Hz test report does not by itself answer a 60 Hz project. The core flux, losses, temperature rise, impedance and acoustic behaviour are linked to design and operating conditions. Request a manufacturer statement showing why the offered design is suitable at the project frequency and which test or calculation supports that conclusion.
Use the same approach when the offered kVA, voltage ratio or winding material differs from the tested unit. The objective is not to reject every difference. It is to make the bridge from tested object to offered object visible and reviewable.
What a usable clarification looks like
A useful response names the offered model, identifies the tested reference unit, lists each deviation and states the technical basis for extending the evidence. Attachments should be page-referenced. If a classification is not covered, the response should say so and propose the additional test, calculation or contractual restriction.
This produces a decision record that the purchaser, consultant and manufacturer can all review. It is more defensible than a one-line certificate claim.
