BUYER'S SHORT ANSWER
IEC 62271-202:2022 covers enclosed high-voltage prefabricated substations within its stated scope. It is not a universal standard for every system that may be installed in a project E-House. The buyer should require a system-boundary matrix identifying the applicable standard and evidence for each subsystem.

What IEC 62271-202 actually covers
IEC describes Part 202 as covering service conditions, ratings, structural requirements and test methods for enclosed high-voltage prefabricated substations connected by cable to networks up to and including 52 kV and 60 Hz. Its scope includes walk-in and non-walk-in substations intended for outdoor locations with public accessibility.
That scope is highly relevant to many compact substations. A larger project E-House, however, may also contain LV assemblies, UPS and DC systems, control panels, telecoms, HVAC, fire detection, metering and project-specific interfaces. Those items do not acquire evidence merely because they are installed in the same enclosure.
Ask for a one-page system boundary matrix
Before approving drawings, ask the supplier to list every major subsystem, its governing project clause, applicable standard, design owner and verification deliverable. The matrix should distinguish the enclosure from the equipment installed inside it and from the site installation outside it.
This prevents two common misunderstandings: treating an indoor switchgear report as evidence for the complete building, and treating an enclosure test as evidence for the internal electrical equipment. A clear boundary also tells the consultant which specialist needs to answer each comment.
Separate product standards from installation rules
IEC 62271-200 applies to metal-enclosed switchgear within its own voltage and frequency scope. IEC 61439 applies to LV assemblies through the relevant product part. IEC 61936-1 addresses design and erection of higher-voltage power installations but expressly points separately standardised prefabricated equipment back to its product standards.
The practical result is a layered specification: product evidence for each assembly, integration evidence for the E-House, and installation requirements for the site. Buyers should not force one certificate to carry all three layers.
Define what “E-House compliant” means in the purchase order
Replace the phrase “E-House shall comply with IEC” with a referenced list. Name the editions, equipment boundaries, required classifications, site conditions, design documents, FAT scope and records required at handover.
If the supplier proposes an alternative standard or older edition, request a written deviation and impact statement before commercial award. This is much easier to resolve before fabrication than during final document review.
The buyer’s minimum evidence package
A usable package normally includes the scope matrix, approved single-line diagram, general arrangement, equipment data schedules, type-test applicability statements, design-verification references, heat-load and ventilation basis, earthing concept, protection and control philosophy, FAT procedure and final document register.
The exact list remains project-specific. Keep only the reports, drawings and records needed to show which requirement was checked and what result was accepted.
